Jr. Wildlife Club

• June 19 – Making Fishing Lures and Fishing at Welles Park
  • Steve helped with lures (3 kinds) and the kids fished the river. 15 kids attended, couple of no shows and a couple showed up without registering.
• July 17 – Canoeing and Kayaking at Mooreton Pond
  • Limited to 12 kids. Need to inventory what we have available for canoes and kayaks through Park & Rec, possibly borrow from club members. Cindie may be gone that evening, Justin may know a backup person to instruct.
  • Club has a bunch of life vests in storage, we should consider donating to Park & Rec.

Public Relations

• Upcoming Community Events – July 4 City Fireworks, August 24 NDSCS Block Party, September 13 Headwaters, NDSCS Homecoming October 4

  • Had 8 adults catch 3 fish and 4 kids catch 2 fish. Problem with participants following paid tournament rules. Consider a new time or day for next year to help with participation numbers.

• National Wildlife Federation Conference in Minneapolis was attended by Joe. They talked about nuclear energy being a clean source of energy. He found that it had a lot of very political conversations each day that took away from the conference mission.

• Changes to RRASC Bylaws
  • Review the proposed changes to the RRASC Bylaws
  • Adding the Financial Secretary would take place in 2025. Checked with Brad E., Kristine A., Heather R. No takers yet on the position.
  • In 2025, when electing the odd-year director position, two people would be elected. Cindie Van Tassel is the current odd-year director.
  • The one-year director position would remain, and one person would be elected in 2025.  Kelly Carlson is the current one-year director.
  • In 2026, the one-year director position would be eliminated.
  • In 2026, two people would be elected for the even-year director position. Rich Truesdell is the current even-year director.

• RRASC received $2,400 from NDGF Encouraging Tomorrow’s Hunters Grant – signed paperwork has been sent to Cayla. This applies to the three youth hunts we will have in 2025.
• Membership – renewal and dues (April is the renewal month). Reminder email sent out to anyone who is past due since 2020 to current.
• City of Wahpeton passed a sales tax increase for the new Activity & Rec Center
  • RRASC needs to work with the Parks & Rec Dept to ensure we have a place for the Smoker
  • RRASC contacted Shelly Tollefson regarding the club’s building plans
• RRASC hosted the NDGF Spring Advisory Meeting on April 22, 2025 (25-30 people attended)
• RRASC sponsored the Red River Human Services Foundation’s request for their Special Fishing Permit (5 year cycle)
• NDGF Waterfowl Brigade – event July 8-12
• Poster of trapshooting tournament – may be a fundraising idea/opportunity for RRASC. They have a fun night trap shooting event with raffles and drawings.
• VCSU is now offering a Fisheries & Wildlife Science Program. We should share our scholarship information with them.
• MN Conceal Carry Training – Patriot Carry Academy. Available to schedule conceal to carry training. They are located out of Breckenridge.

  • Had 110 registered participants. Thank you to all the volunteers who helped that day. Good number of fish caught. Need to think about what to do about trophies in the future.
  • Rods need to be gone through. Need more closed reels for young kids.
  • There will be a segment on the ND Today show about the event.
• Dick Bell Catfish Tournament – June 7

Old / New / Unfinished Business

• Mark presented the pheasant mount from the fall pheasant hunt to Jamison. They had 9 hunters that day and Jamison’s bird was picked for the mount. Jamison gave a nice speech about his experience and many thanks to all the allowed him to enjoy the event.
• There is a larger storage unit available at the same location as our current unit. The current renter has it until late fall. It is 4x the size of our current unit and has the ability to drive through with a vehicle to load. Rich know where we could get pallet racking to set it up for storage. The larger unit would provide a place to move all our items from other locations to a single spot. Yearly cost $4,200.
  • We would also have the ability to use the field next to the storage units for Jr Wildlife activities.
  • Future discussion needed.

Jr. Wildlife Club

• March 20 – Birdhouses at Comstock. Melissa and Stuart prepped all the materials and showed the kids how to assemble them. Had 15 kids attend.
• April 29 – Tewaukon Bird Watching. Will have room for 16 kids, no parents on the bus. They are welcome to follow in own vehicle. Binoculars recommended.
• Committee will be getting together to plan next year’s activities.

Park and Recreation

• The old double fridge is available. Talk to Brad if interested with an offer.

Public Relations

• Greg G. presented at the Wahpeton Lions and Kiwanis groups about the club.

Recruitment

  • 264 kids – good turnout of participants and volunteers. Thank you to all the volunteers.
  • Cindie is going to talk to Reeds about getting some gas augers instead of using the battery ones.
  • Will need to stock the pond with minnows once the weather is nicer.
  • Need to set up more kid-friendly fishing rods.
  • Next year February 21, 2026

• We have been informed that Trigger Sports will be closing in early 2025
  • Need a plan for storing the club’s firearms
  • We need to purchase a gun safe to store our firearms and decide where it should be kept
  • The Building Committee will focus its search for the club’s immediate needs – Greg has been in contact with a realtor for available options
  • Brad G has a 42-gun safe available (extra purchase from NWTF) Decision is that it may not be large enough to store smoker guns in their boxes.

President

• Digital Guru Service Contract for Laptop – President, Treasurer, and Secretary to review and decide on coverage
• NDWF Shooting Sports economic impact statement – hunting opportunities bring a lot of income into the state, especially out-of-state hunters
• Board of Directors to review bylaws and have recommendations for early 2025. Areas to review: investments, property ownership, reimbursements, membership.
• Board of Directors to schedule a Budget Planning meeting before the January 2025 meeting
• Dick Bell Catfish Tournament & Carp and Sucker Derbies needs a chairperson. Did not hold in 2024.
• Develop plans to utilize the Outdoor Heritage Fund grant for specific RRASC projects – will provide the rules and possible list of options to the club.
• Carcass and Hide Dumpsters are in place at Tractor Supply and Blazer Express through December – thank you Rich for organizing. NDWF will share the cost of the deer carcass dumpster again this year. Need the invoice from T&G Sanitation to submit. There is still a need to check into a camera for next year – once again there were a lot of wasted animals left in the dumpsters.
• Mooreton Sportsmen’s Club pass-through grant from NDWF
• NDWF grant for $1,000 for the Ladies Rooster Roundup
• Darren Johnson Memorial check ($24) from Joe and Renee Speidel – he was a local guy who really liked the outdoors
• NDG&F R3 grand follow-up has been sent, and need to send receipts also. We were approved for $3,000.
• Fall Hunt discussions
  • The cost of pheasants is going up, need a plan to best utilize the purchase of birds
  • Consider working with the Hankinson Club to have a single youth hunt
  • Each hunt purchased 100 birds. RRASC had 5 hunters and Hankinson had 12 hunters.
  • Ladies Rooster Roundup and Band of Brothers also purchased birds.
  • The RRASC helps cover the cost of the birds for these hunts. $4,500 this year. MSC (Brad G/Rich) to approve to pay Chuck for this year’s birds
  • Consider less birds next year – only 2 per youth signed up?

• Zoo Boo was October 26. They had a record number of people (2300+) and many out-of-town people.

Sportsmen’s Smoker – Thank you to everyone for all their help!!!

• We have a great profit again this year and all the help was great. Having the guns with Trigger helped their business with people trading up for more expensive guns. Next year will be trying fewer games, we need to make sure to have more volunteers available to relieve workers. The 2025 event is on October 18.

• Ladies Hunt Recap – 10 participants, and they all had a good time. Total cost $4,419.98 (other than the birds). After $4,400 in grants and donations only $20 cost to club.
• Heitkamp Fishing Derby – February 15. There will be a rod repair night coming up before.

• The fishing cleaning station is shut down for the winter. 
• Fishing piers will be out next week.
• The city worked on a new parking area behind the golf course cart sheds for the fishing pier.
• A new fridge was installed in the kitchen, the old one is in the garage for club use.

• October 17 – Indoor Archery. Had 13 of 16 registered show up. It is good to show them the basics of archery, but most of our participants are too young to join the NASP archery (4th grade).

  • NDSCS Homecoming Parade (October 5) – Rich and Becci did a float for the parade, threw out candy, and promoted the smoker. A good turnout of people downtown.
  • Zoo Boo (October 26) – Cindie will be at this event.

Sportsmen’s Smoker – Saturday, October 19 doors will open at 4 p.m. this year.

• Starting set up and prep Friday and need lots of help Saturday for the event.

• Youth Pheasant Hunt (Mark) – October 5
  • 5 youth participated. They shot a few pheasants and one duck. Bellmore and Althoff donated a shotgun that was given away that day.
• Ladies Rooster Roundup (Abby) – October 18-19
  • The hunt is full with 10 participants. They will be attending the smoker that night. Purchased nice sweatshirts for each hunter.

  • If we attend in 2025, we should have some information to hand out Head of the Red, Mooreton Sportsman’s Club and 3 Rivers Archers

Good canopy (possibly one with branding on the roof), Nice fitted tablecloth with our logo, banners do not always stay in place, sail flag with our name on it for events, Pop-up banners with information about the club and junior wildlife

  • 6 kids shot 18 birds. Water was high so there was limited spots.

• Review of the building committee’s visit to 501 Dakota Ave (former Bank of the West) Building in too much disrepair and would cost too much to fix up (floors, roof, basement, etc). The yearly taxes would be around $12,000.
• Discussed other options around town and also that there are grants available if we just the building for shooting sports.

Treasurer

• Checking balances are $88,853.61 between all accounts.
• Almost everything has been transferred to the new checking account but around $4,500.
• Received a check from Wayne Beyer for $25 for Dave Langenwalter memorial.

Parks & Recreation

• Brushvale dock is not in and people have been asking about it. Mironowski usually does it but the water has been too high.
• The Parks department is understaffed right now which is why the Red River docks are not in yet.
• Check presented from the club for $4,000 towards the Knights Shelter updates including cabinets.

Mooreton Pond

• All docks are in. Rich was able to get the new floats on the last one.

Jr. Wildlife Club

• Fishing & Fish Cleaning Demonstrations – 7 kids attended and almost all caught a fish.

President

• Election of Officers: All current officers have agreed to continue in their roles if elected. No other nominations were made.
  • MSC (Cindie, Melissa) to elect Greg Gerou as President, Brad Glarum as Vice President, Becci Truesdell as Secretary, and Greg Braun as Treasurer.
• Reviewed the 2024 award winners. Dave and Katie Pauly were unable to attend the banquet so Rich Truesdell and Melissa Schumacher presented the award to Dave at work during a “Share the Good News” portion of their weekly meeting. The Board of Directors is developing a Volunteer Service Award for 2024-2025. They are finalizing the criteria for recipients.

Treasurer

• The transfer to FCCU is in process. Waiting for a few checks to clear. The club computer is up and running. Greg B. will meet with Becci before he has surgery in July to go through items.
• Checking balances are $69,838 (Bank of West) and $6,445 (FCCU). There is approximately $10,000 in Thrivent account and $6,000 in cash. Bills to be paid include award plaques and Jr. Wildlife supplies.
• MSC (Cindie, Melissa) to approve the Treasurer’s Report.

Directors

• Cindie provided an update on the R3 MN DNR meeting. She has been put on a couple of committees. They are trying to model some programs after RRASC. They have a lending program available for MN organizations. They are going to check on clubs in Otter Tail County to see if any could benefit from this program. Information will be shared on Facebook.

Parks & Recreation

• Piers are not in yet due to muddy banks. Also, thinking about a new dock off the walk path south of the football field. It would need to be a straight dock. 
• The Community Center kitchen is getting a new fridge and the current one will go into the garage for overflow storage.
• Power has been added to the Knight Shelter at Kidder. The cost was $5100. Brad asked if the club would consider donating a portion. $2,000 had been earmarked in the budget for this project. Discussed how the club will be able to utilize the shelter more now that it has power.
• MSC (Cindie, Greg B) to contribute $4,000 to Parks & Rec for electricity at Knight Shelter. This motion will be added to the agenda for the June meeting for a second vote since the amount is greater than $500.

Jr. Wildlife Club

• Outdoor cooking for May was pushed back one week due to committee availability. June will be fishing basics at Kidder. Extra volunteers may be needed to help kids with fishing. Cindie noted she may have found a different speaker for ice fishing in January.
• Melissa made a flyer with the next year’s schedule and emailed it to the Wahpeton and Breckenridge schools. Brad asked for the file to be emailed so he can put it out at the Parks Dept.
• It was noted that Brian Gefre asked about possibly having gun cleaning as a topic for a future Jr. Wildlife. He had a couple of his HS trap shooters ask about it. The club thought this would be good for the trap team to hold themselves for their whole group.

Seasonal Committee Reports

• Vince Herding Fishing Derby – Melissa gave a recap of the day. Greg B. has all of the rods and is going to replace the lines. Brad E. noted they are considering moving from trophies to plaques. He will make a couple of samples and bring them to the club before making a final decision.
• Dick Bell Catfish – Justin Kratz had to step down as Chairperson for the tournament and from all other committees he is on. If going to hold the tournament on June 1st, someone will need to volunteer to run it. Will have Becci send an email out to club members to see if anyone is willing to take over. If no one is identified by May 23rd, will need to cancel the event for this year.
